Gamemode Plugin

Im discussing about the gamemode plugin I think it mods should be able to change other peoples gamemode like for creative and flatworld becuase what if a mod needed a builder to change his gamemode to test a parkour course or if someone made a arena and then invited there friends to play and there in creativ eim just wondering can mods have this abilitie? please?

I think mods should be able to change their own game mode, but not others. You never know if there's gonna be some abusive mod gamemoding people in Legit Vanilla or Funworld. If someone needs a builder to be game moded, there's usually an admin on to do that.
